Water Services

The Township of Billings provides drinking water to the residents in the village of Kagawong, including municipal connections, through its Drinking Water System. The Township retains the services of the Ontario Clean Water Agency (OCWA) to operate the facility and system.

In accordance with the requirements of licensing the water system under O. Reg 453/07, the Township must provide a water system financial plan. In 2011, the Township obtained the services of DFA Infrastructure International Inc. to develop a water system financial plan. This plan covered a six-year period and has subsequently been updated in house by staff in 2015 (2016-2021) then the current water financial plan approved in 2020 that covers 2021-2027, available here.

Shutting Off or Turning On Your Water Service

When opening or closing a cottage for the season, weekend, or rental period you are required to complete the Water Turn On/Off permit available here. There is a $25.00 fee for this service.

If you are doing digging work at your property, please contact Ontario One Call for locates. Locates can be requested online here or by phone at 1-800-400-2255.

Bulk Water

The Bulk Water users rate for 2025 is $0.00406 per liter. Low flow is payable by credit or debit at the fill station and an additional administration fee of $0.50 applies. High and low flow consumers can obtain a key fob at the municipal office for a $15.00 deposit and prepay to add funds to their account.
