02-301 Rusk- Alkenbrack
BE IT RESOLVED THAT this Regular Meeting of the Council of the 
Corporation of the Township of Billings be opened for business with a 
a quorum of members present at 7:30 P.M. with Reeve Hunt presiding in the Chair.

02-302 McLean - Rusk
BE IT RESOLVED THAT the Minutes of the September 3rd, 2002 Regular Meeting be accepted as presented.
CARRIED

02-303 McLean - Rusk
BE IT RESOLVED THAT we thank Staff Sergent McCaig, the Manitoulin O.P.P. Detachment Commander for attending this meeting to introduce himself and discuss matters of mutual concern.

02-304 Alkenbrack - Rusk
BE IT RESOLVED THAT in accordance with Section 55 of the Municipal Act, R.S.O.,2000, as amended, this Council proceed into a Closed session at 
8:40 PM. in order to discuss a matter pertaining to:
a) Security of the property of the Municipality or Local Board.
b) A proposed or pending acquisition of the land for municipal or local board purposes.

BE IT RESOLVED THAT we adjourn from our closed session and resume our regular meeting.

02-306 McLean - Rusk
BE IT RESOLVED THAT we thank Bill Walker of Wm. R. Walker 
Engineering Ltd. for attending this meeting to discuss aspects of our water treatment program.
CARRIED

02-307 Alkenbrack - Rusk
BE IT RESOLVED THAT we table the disconnection of public access to treated water until January 1, 2003 in order to further research water costs and the access process.
CARRIED

02-308 Alkenbrack - McColman
BE IT RESOLVED THAT we ask the Manitoulin Planning Board to administer our Zoning By-law Amendments as of January 1, 2003.

02-309 Alkenbrack - McLean 
BE IT RESOLVED THAT we inform the Volunteer Fire Fighters that we concur with their recommendation of appointing Merv Gilchrist as our Fire Chief; 
AND THAT the Clerk be instructed to prepare the necessary appointment by-law and repeal any by-law which contravenes it.

02-310 Alkenbrack- McColman
BE IT RESOLVED THAT we petition the Ministry of Northern Development and Mines to allow a 5 month extension on closing the Capital Assistance to Small Communities Program in Billings Township to allow us to complete a second and final phase of the Bridal Veil Falls Stairs project.

02-311 Alkenbrack- McColman
BE IT RESOLVED THAT we issue to the Rainbow District School Board in the amount of $ 4,586.85 representing payment of interest on late payments from 2001. 
CARRIED

02-312 Alkenbrack - Rusk
BE IT RESOLVED THAT Council authorize the following Accounts for Payments:
General Accounts: $ 27,447.76
Public Works:            $4,037.41

AND THAT the Reeve and Treasurer be authorized to sign cheques # 2583 to # 2623 as described in the attached cheque register.

BE IT RESOLVED THAT we agree to purchase an advertisement in the 2003 Ontario Bluewater Visitor Guide for a cost not to exceed $200.00 plus G.S.T. .

02-314 Rusk - McLean
BE IT RESOLVED THAT we inform the Public Works Superintendent that the Administrator will be notified of any requests for the contracting of the public works equipment in advance and ask the Committee to confirm that our current fees are sufficient to cover our costs.

02-315 Alkenbrack - McColman
BE IT RESOLVED THAT the Reeve and Clerk be authorized to complete the Offer of Purchase for the land as attached for the Water Treatment Plant.
CARRIED

02-316 Alkenbrack - Rusk
BE IT RESOLVED THAT we adjourn until our next regular meeting, October 1st,2002 or the Call of the Chair.
