BE IT RESOLVED THAT this Regular Meeting of the Council of the Corporation of the Township of Billings be opened for business with a a quorum of members present at 7:30 P.M. with Reeve Hunt presiding in the Chair.

BE IT RESOLVED THAT the Minutes of the October 1st, 2002 Regular Meeting be accepted as presented.

BE IT RESOLVED THAT Resolution # 2002-321 be amended to refect a cost of $ 580.00 .

02-336 Alkenbrack - McLean
BE IT RESOLVED THAT By-law # 2002-21, being a by-law authorizing the Municipality to enter into a series of contracts with Wm.R. Walker Engineering Inc. respecting our water treatment project be given first and second readings.

BE IT RESOLVED THAT By-law # 2002-21, being a by-law authorizing the Municipality to enter into a series of contracts with Wm. R. Walker Engineering Inc. respecting our water treatment project be given third and final reading.

BE IT RESOLVED THAT we inform the Manitoulin Planning Board that we have no objection to Consent Applications B050/02 and B051/02 providing each lot new lot created has 66 feet of frontage on Newburn Road.

BE IT RESOLVED THAT we authorize payment of the 2003 Manitoulin Tourism Association membership fee in the amount of $ 132.00 .

BE IT RESOLVED THAT we authorize any interested Council Member to attend the M.M.A. sponsored New Municipal Act Information Session on November 14th and pay the $ 20.00 per attendee fee;
AND THAT we inform the Township of Central Manitoulin that we can not guarantee a contribution towards the cost of the Guest speaker but if funds are left in our budget at year end, we will make a contribution then.

BE IT RESOLVED THAT we authorize a contribution of $ 250.00 as the Billings Municipal Bursary for Manitoulin Secondary School's 33rd annual Awards Night.

02-342 Alkenbrack- McLean
BE IT RESOLVED THAT we inform the Town of Gore Bay that our current budget does not allow for a contribution to their proposed arena renovations but that we will consider making a donation should we have a budget surplus at year end.

BE IT RESOLVED THAT the Public Works Superintendent be authorized to attend O.G.R.A. sponsored Minimum Road Standards Workshop in Owen Sound on November 7th and 8th ,
AND THAT we pay the $300.00 + gst registration fee and the necessary travel costs.

BE IT RESOLVED THAT we confirm the recommendation of Wm. R. Walker Engineering Inc. to hire Trow Consulting Engineers to perform the geotechnical work on the water treatment site for a total estimated cost of $ 10,630.00 .

BE IT RESOLVED THAT we accept Amendment # 03 for the Bridal Veil Stairs Project # 837 - 481838 and authorize the Reeve and Clerk to complete the necessary documents.

BE IT RESOLVED THAT Council authorize the following Accounts for Payment:
General Accounts: $ 99,902.46
Public Works Accounts : $ 4,284.63
AND THAT the Reeve and Treasurer be authorized to sign cheques # 2651 to # 2709 as described in the attached cheque register.
