Council of the Corporation of the Township of Billings Regular Meeting of November 5th ,2002
PRESENT: Reeve Aus Hunt,Council members Sharon Alkenbrack, Jim McLean, Rick Rusk, Patrick McColman.STAFF:Clerk:Alton Hobbs, Public Works Superintendent:Garry Miller ,Tom Sasvari from the Recorder DELEGATIONS: Dan and Fay Yorke.
DECLARATION OF PECUNIARY INTEREST : Councillor Jim McLean declared that he had direct pecuniary interest in regards to the accounts for payments.
02-348 McColman - Alkenbrack BE IT RESOLVED THAT this Regular Meeting of the Council of the Corporation of the Township of Billings be opened for business with a quorum of members present at 7:30 P.M. with Reeve Hunt presiding in the Chair.CARRIED
02-349 McLean - Rusk BE IT RESOLVED THAT the Minutes of the October 21st, 2002 Regular Meeting be accepted as presented.CARRIED
02-350 Alkenbrack - McColman BE IT RESOLVED THAT we thank Dan and Fay Yorke for attending this meeting to discuss their concerns about winter control practices.CARRIED
02-351 McLean - Rusk BE IT RESOLVED THAT By-law # 2002-23, being a Municipal Tendering Policy be given first and second readings.CARRIED
02-352 Rusk - McLean BE IT RESOLVED THAT By-law # 2002-24, being a by-law authorizing an Entrance Permit Policy as amended be given first and second readings.CARRIED
02-353 McLean - Rusk BE IT RESOLVED THAT we agree to fund the the additional $ 10,425.00 cost for the supply and installation of new ramp railings to complete the Bridal Veil Falls Stairs Project.CARRIED
02-354 Alkenbrack - McColman BE IT RESOLVED THAT we allocate the $ 100,000.00 allotment eligible under the Capital Assistance to Enhance Northern Communities as follows:New Fire Equipment : $ 50,000.00 Roads Projects: Hill Removals and Alterations: $ 50,000.00 CARRIED
02-355 Alkenbrack - Rusk BE IT RESOLVED THAT Council authorize the following Accounts for Payments: General Accounts : $ 72,319.38 Public Works: $ 3,947.94 AND THAT THE Reeve and Clerk be authorized to sign cheques # 2710 to # 2754 as described in the attached cheque register. CARRIED
02-356 Alkenbrack - Rusk BE IT RESOLVED THAT we excuse all interest on the following properties , as Assessment write-downs have been processed but tax credits not entered into property tax ledgers. Actual taxes owed have been paid in full. Interest , up to November Installment. 5-00700 $1.41 ; 4- 10300 $ 26.63 ; 5-17300 .81 ; 6-18304 $ 3.98 AND THAT further resolved to excuse all interest on the following properties for the reasons stated: 5-03605 $ 19.70 former address on the tax bill, address reverted to 2 yrs. 2-14900 $ 4.01 late processing of payment 1-03320 $1.21 notice of title change not sent by lawyer with other two properties purchased by this owner. 4-10400 $ 1.27 writedown credit 4-10300 applied. 4-10401 $ 1.34 as above. 4-10433 $ 1.34 as above. 6-00100 $ 1.55 partial payment applied owner's other property sold. 6-18503 $ 2.09 property does not exist,could not delete tax ledger. CARRIED
02-357 Alkenbrack- Rusk BE IT RESOLVED THAT we write-off any interest on taxes outstanding where the balance is less than $ 2.00 as of year end. AND THAT we confirm it is our policy to send all tax bills to the last known address as it appears on the most recent returned Assessment Roll. CARRIED
02-358 Alkenbrack- McColman BE IT RESOLVED THAT in accordance with Section 55 of the Municipal Act, R.S.O., 2000, as amended , this Council proceed into a Closed session at 9:00 PM in order to discuss a matter pertaining to personal matters about an identifiable individual, including municipal or local board employees (B) CARRIED
02-359 Alkenbrack - McColman BE IT RESOLVED THAT we adjourn from our closed session and resume our regular meeting. CARRIED
02-360 Alkenbrack - McLean BE IT RESOLVED THAT we adjourn until the next regular meeting or Call of the Chair. CARRIED
