BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum of members present at 7:30 p.m. with Reeve Hunt presiding.

BE IT RESOLVED THAT we accept the Minutes of the October 18, 2004 meeting as presented.

BE IT RESOLVED THAT By-Law 2004-13, being a by-law to enact rules and regulations for the maintenance and operation of and connection to a system of waterworks in the hamlet of Kagawong be given third and final reading.

BE IT RESOLVED THAT By-Law 2004-22 being a by-law to set fees for Municipal Services, be given first reading.

BE IT RESOLVED THAT the Council of the Corporation of the Township of Billings instruct the Clerk Treasurer to waive the fee for the building permit for the wheel chair ramp at the library and that the Building Inspector be paid his regular fee for the inspection.

Due to an error in numbering the 2004 resolutions it is necessary to amend the numbers from the Minutes of the September 7, 2004 meeting to the October 5, 2004 meeting, so now therefore,

September 7 Resolution No. 04-176 to 04-177
September 20 Resolution No. 04-178 to 04-190 and
October 5 Resolution No. 04-191 to 04-214

BE IT RESOLVED THAT By-Law 2004-23, being a by-law to update and consolidate Cemetery Regulations for Kagawong Cedars Cemetery, be given first reading.

BE IT RESOLVED THAT By-Law 2004-24, being a by-law to update Reeve and Councillor remuneration, be given first reading.

BE IT RESOLVED THAT By-Law 2004-25, being a by-law to update By-Law 97-01 declaring official roads and private trail names and list 911 addresses and to require all property owners having a temporary or permanent residence of any type to have a 911 number, be given first reading.

BE IT RESOLVED THAT By-Law 2004-26, being a by-law to permit and regulate the size and mode of construction of culverts, bridges and entrance ways which cross any drain or watercourse on a public highway under the jurisdiction of the township or which abut a public highway under the jurisdiction of a township, be given first reading.

BE IT RESOLVED THAT By-Law 2004-27, Being a by-law to establish a Hiring Policy and process for the municipality, be given first reading.

BE IT RESOLVED THAT the Township of Billings contribute $250 to the Manitoulin Student Aid Fund, to be presented by Margaret Tuomi, on Wednesday December 22, 2004.

BE IT RESOLVED THAT the Township of Billings will not write off the interest on Roll No. 51 21 000 006 116 02, as it is up to the owner to advise the township of any address change.

BE IT RESOLVED THAT Council authorizes the following accounts for payment:

General Accounts $36,718.07
Public Works $ 4,825.40

and that the Reeve and Treasurer be authorized to sign cheques #3895 to #3936 as described in the attached register.

BE IT RESOLVED THAT in accordance with Section 239 of the Municipal Act, S.O. Chapter 25, this Council proceed to a Closed Session at 8:15 p.m. in order to discuss a matter pertaining to personal matters about an identifiable individual, including municipal or local board employees.

BE IT RESOLVED THAT this meeting be adjourned from our closed session and that we resume our regular meeting.

BE IT RESOLVED THAT we offer Andrew the opportunity to submit a proposal for employment with the township.

BE IT RESOLVED THAT we authorize Kathy to proceed with the collection of tax arrears by registration.

BE IT RESOLVED THAT this regular meeting of the Council be adjourned until our next regular meeting or Call of the Chair.
