                            Township of Billings
              Regular Meeting of November 17th, 2003




PRESENT:
Reeve Aus Hunt, Council Members Sharon Alkenbrack, Jim McLean, Rick Rusk, Patrick McColman.
STAFF: Acting Clerk-Treasurer: Lorraine McLean, Water Operator: Kevin Miller
Members of the Press and Ratepayers.


Council Member Jim McLean declared a pecuniary interest in the matter of Accounts for Payments. He did not take part in the discussion or vote on the matter or attempt to influence members in their vote.

03-289 McLean-Rusk
BE IT RESOLVED THAT this Regular meeting of the Council of the Corporation of the Township of Billings be opened for business with a quorum of members present at 7:30 P.M. with Reeve Hunt presiding in the Chair.

BE IT RESOLVED THAT the Minutes of the October 20th, 2003 Regular meeting be accepted as presented.

BE IT RESOLVED THAT we thank Howard Linley and party for attending this meeting and addressing their concerns about 14th Conc. Road.

03-292 Rusk-McLean
BE IT RESOLVED THAT we authorize a contribution of $250.00 as the Billings Municipal Bursary for Manitoulin Secondary School's 34th Annual Awards Night to be given on the Municipality by John Bright.
CARRIED



03-293 Alkenbrack-McLean
BE IT RESOLVED THAT Billings Museum Board be authorized to place a gravel bed to accommodate the future Berry Boat Display Building at the Transportation Museum.
CARRIED



03-294 Rusk-McLean
BE IT RESOLVED THAT we write off any interest on taxes
outstanding where the balance is less than $2.00 as of year end;

AND THAT WE further authorize the tax write downs or the
following accounts:
4-11500 in the amount of $5.71
7-20700 in the amount of $9.01
2-05600 in the amount of $4.95
2-05800 in the amount of $13.57
2-02900 in the amount of $3.54
2-03000 in the amount of $2.26

03-295 Alkenbrack-McColman
BE IT RESOLVED THAT we accept with regret the resignation of Keith McKeen from the Billings Fire department.
CARRIED


03-296 Alkenbrack-Rusk
BE IT RESOLVED THAT Council authorizes the following
Accounts for Payments:
General Accounts: $53,254.85
Public Works accounts: $63,943.61

And that the Reeve and Treasurer be authorized to sign cheques # 2750 to # 2826 as described in the attached cheque register.

03-297 Alkenbrack-McLean
BE IT RESOLVED THAT
In accordance with Section 239 of the Municipal Act, 2001 S.O, Chapter 25, this Council proceeds to a Closed Session at 8:50 P.M. in order to discuss a matter pertaining to:
(a) Security of the property of the municipality or local board.

03-298 McLean-Rusk
BE IT RESOLVED THAT Reeve Aus Hunt and Councillor
Jim McLean represents Billings at the North Channel Marine Tourism Council 16th Annual General Conference in Gore Bay on November 28th and 29th .
CARRIED




03-299 McLean-Rusk
BE IT RESOLVED THAT we adjourn from our Closed
Session and resume our Regular meeting.
CARRIED

BE IT RESOLVED THAT we adjourn until the next regular
meeting or Call of the Chair.
