BE IT RESOLVED THAT  this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum present at 7:30 p.m. with Reeve Austin Hunt presiding.

BE IT RESOLVED THAT the minutes of the October 6, 2009 regular meeting of Council be approved as presented.

BE IT RESOLVED THAT we approve the proposed changes to the POA Inter-municipal Service Agreement.

2009-271  Parker – Tuomi

BE IT RESOLVED THAT we give Carl Tolsma $2800 towards the resolution of his low water pressure problem pending MOE approval and lawyers input.

2009-272  Parker – Imrie

BE IT RESOLVED THAT Council supports the implementation of a new stop sign for eastbound traffic at the intersection of Highway 540 and Main Street, in Kagawong.

BE IT RESOLVED THAT we authorize the Clerk to attend the Election Training Series offered by AMCTO in preparation for the 2010 municipal elections.

BE IT RESOLVED THAT By-Law 2009-34, being a By-law to declare an advance Poll before the Municipal By-Election of November 23, 2009 be given 1^st, 2^nd, 3^rd reading and enacted.

BE IT RESOLVED THAT Council agree to accept the estimate #25 from RD and Sons for the repairs/retrofit of the Park Centre.

BE IT RESOLVED THAT Council agree to contribute $250 to the Manitoulin Student Aid Fund for the 40^th Annual Awards Night and Marg Tuomi will be Billings Township rep at this year’s ceremony.

BE IT RESOLVED THAT Council agree to allow Joanna Rosenbaum to hold exercise classes for 8 weeks at the Park Centre for a bulk rate of $160.

BE IT RESOLVED THAT Council approves the technical Severance of Lots 7,8,9, Con 9 and Lots 8,9,10, Con 9 and Lot 10, Con 11, as described in File B41-09 and B42-09 and council has no suggestions, information or conditions to add to the questionnaire.

BE IT RESOLVED THAT Council instruct the Clerk Treasurer to send a letter to Brenda Brandow advising her that the takeout building must be removed during the winter months as per agreement

BE IT RESOLVED THAT Margaret be allowed to attend the Manitoulin Island Pandemic Planning Committee on October 21, 2009 in Little Current.

BE IT RESOLVED THAT Council authorizes the following accounts for payment:

            General Accounts $101,732.34

            Public Works         $  17,591.97

And that the Reeve and Treasurer be authorized to sign cheques number 8526 to 8559 as described in the attached register.

BE IT RESOLVED THAT in accordance with Section 239 of the Municipal Act,  2001 S.O. Chapter 25, this Council proceed to a Closed Session at 8:25 p.m. in order to discuss a matter pertaining to litigation or potential litigation, including matters before administrative tribunals, affecting the municipality of local board.

BE IT RESOLVED THAT we adjourn from this in camera session of Council at 8:40 and resume our regular meeting.

BE IT RESOLVED THAT By-Law 2009-35, being a by-law to Confirm the proceedings of this meeting, be given 1^st, 2^nd and 3^rd reading and enacted.

BE IT RESOLVED THAT we adjourn from this regular meeting of Council until our next regular meeting of November 3, 2009, or Call of the Chair.
