BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum of members present at 7:30 p.m. with Reeve Austin Hunt presiding in the Chair. Carried

BE IT RESOLVED THAT the minutes of the October 16, 2006 regular meeting of council be approved as presented. Carried

06-215 Bright - Alkenbrack

BE IT RESOLVED THAT council authorize the write off of interest for property roll no. 51 21 000 003 084 01, in the amount of $191.39. The reason for this is that there was a severance in 2004 on the property, which was not processed until 2005 for 2006 Assessment Roll. Carried

WHEREAS, the current agreement with the Ministry of Natural Resources for Fire Protection expires March 31, 2007 and council finds it necessary to continue with this agreement, NOW THEREFORE, BE IT RESOLVED THAT the township renew our agreement with the Ministry of Natural Resources for Fire Protection. Carried

BE IT RESOLVED THAT council authorizes the Clerk to prepare a cheque in the amount of $250, for the Manitoulin Secondary School Student Aid Fund. Carried

06-218 Alkenbrack Bright

WHEREAS, MPAC currently has an annual budget of approximately $146 million dollars, AND WHEREAS, MPAC is now requesting a $16 million dollar increase (or 11%) to their overall budget to hire an additional 225 staff and establish a larger bureaucracy; AND WHEREAS, the additional funding will do nothing to fix the root of the problems facing the present assessment program for property values and provide no relief to the taxpayer; NOW THEREFORE BE IT RESOLVED, THAT THE Council of the Corporation of the Township of Billings hereby objects to any further downloading of costs for MPAC to the local taxpayer and hereby urges the Provincial government to take immediate action and fix the flaws of the property assessment system. AND FURTHER, that Dalton McGuinty, Premier of Ontario, and Greg Sorbara, Minister of Finance be so advised. Carried

06-219 McKeen Bright

BE IT RESOLVED THAT we allow MSS to apply for a lottery licence for the Ducky Race in 2007 if they complete last years (2006) application. The 2007 licence must be complete within 45 days of the ducky race and the $26.10 fee, will be considered by the next council for donation back to the MSS Athletics Association. Carried

06-220 Alkenbrack Bright

BE IT RESOLVED THAT Council authorizes the following accounts for payment:   General Accounts           $ 58,921.35   Public Works                   $   4,995.46 And that the Reeve and Treasurer be authorized to sign cheques #5990 to #6028 as described in the attached register. Carried

BE IT RESOLVED THAT we adjourn from this regular meeting of council until our next regular meeting of November 20, 2006, or Call of the Chair. Carried
