PRESENT:
Reeve Aus Hunt, Council Members Sharon Alkenbrack, Rick Rusk, Patrick McColman, Jim McLean.
STAFF: Clerk-Treasurer: Alton Hobbs, Public Works Superintendent: Garry Miller

DECLARATION OF PECUNIARY INTEREST:
Council Member McLean disclosed a pecuniary interest in the matter of Accounts for Payment and did not take part in the discussion, vote on the matter or attempt to influence members on their vote.


03-96 McLean - Rusk
BE IT RESOLVED THAT this special meeting of the Council of the Corporation of the Township of Billings be opened for business at 2:00 p.m. with Reeve Hunt presiding in the Chair.
CARRIED.

03-97 Rusk - McLean
BE IT RESOLVED THAT in accordance with Section 239 of the Municipal Act, 2001, S.O., Chapter 25, this Council proceed to a 'closed' session at 2:05 p.m. in order to discuss a) a matter pertaining to personal matters about an identifiable individual, b) a proposed acquisition of land for municipal purposes.

BE IT RESOLVED THAT we adjourn from our 'closed' session and resume our regular meeting.

BE IT RESOLVED THAT the Minutes of the April 22, 2003 Regular Meeting be accepted as presented.

03-103 Rusk - McLean
BE IT RESOLVED THAT in accordance with Section 4 (g) of By-law # 2003-10, we authorize the purchase of a truck box for the public works tandem not to exceed $ 3,652.00 from Garry Miller.

03-104 McColman - Rusk
BE IT RESOLVED THAT we authorize the Water Operator in Training's registration in the Ontario Good Roads Association sponsored water treatment certification course being held in Sudbury the week of May 12th to 16th at a cost of $ 499.00 plus applicable taxes;
AND THAT we pay the necessary travel and accommodation cost.

03-105 Alkenbrack - Rusk
BE IT RESOLVED THAT we renew our membership in the Municipal Finance Officers Association for 2003 and pay the $ 224.70 membership fee. CARRIED

03-106 Rusk - McLean
BE IT RESOLVED THAT we authorize the following Assessment
Write-Off in 2003: Roll # 6-046-15 Assessment Write-down of
$ 56,000. Due to a fire.
CARRIED.

03-107 McLean - Rusk
BE IT RESOLVED THAT Kevin Miller be authorized to repair
The roof of the Northern Marina Shower house and repair and
Paint the marina as well;
AND THAT we authorize the purchase of red metal roofing and
White paint as required.
CARRIED.

03-108 Rusk -McLean
BE IT RESOLVED THAT the P.W. Superintendent be authorized to repair the 2 boat launch ramps and the minimum dredging necessary
In order to ensure the operation of the marina.
CARRIED.

03-109 Alkenbrack - Rusk
BE IT RESOLVED THAT Council authorize the following Accounts for Payment: General Accounts $ 60,328.24
Public Works Accounts 2,844.64
AND THAT the Reeve and Treasurer be authorized to sign Cheques # 3250 to # 3294 as described in the attached Cheque Register.

03-110 McLean - Alkenbrack
BE IT RESOLVED THAT we adjourn until the next regular meeting.
CARRIED.
