BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of
the Township of Billings be opened for business with a quorum of members present
at 7:30 p.m. with Reeve Hunt presiding in the Chair.

BE IT RESOLVED THAT the Minutes of the June 3 , 2003 Regular Meeting be accepted
as presented.

BE IT RESOLVED THAT
In accordance with Section 239 of the Municipal Act , Chapter 25, this Council
proceeds to a Closed Session at 7:45 PM in order to discuss a matter pertaining
to:
Security of the property of the Municipality or Local Board.(a)
Labour relations or employee negotiations.(d)

BE IT RESOLVED THAT we adjourn from closed session
and resume our regular meeting.

BE IT RESOLVED THAT the Water Operator be authorized to replace Pump # 3 as soon
as is convenient using the most cost effective method available , as recommended
by the Consulting Engineer.

BE IT RESOLVED THAT we accept the resignation with regret of the Clerk-treasurer
effective June 19, 2003.
AND THAT we authorize the advertising for the filling of the vacancy.

BE IT RESOLVED THAT we authorize the following payments via direct withdrawals:
A: Employee Benefits through the Chamber Benefits Program:
$ 1332.75 per month , January through June 2003 and
B: Internet Access through Onlink : $ 10.65 per month , January
Through May and $ 16.21 for June 2003.

BE IT RESOLVED THAT By-law # 2003-05 being a by-law to establish the tax ratios
for 2003 be given first and second readings.

BE IT RESOLVED THAT By-law # 2003-05 being a by-law to establish the tax ratios
for 2003 be given third and final reading and enacted in Open Council.

BE IT RESOLVED THAT we authorize the preparation of a by-law authorizing
Council to enter into a contract with Canada Post to provide vote by mail
services in the 2003 Municipal Election at the cost of $ 2.95 per ballot.

BE IT RESOLVED THAT By-law # 2003-06 , being a by-law to appoint an Acting
Clerk- treasurer be given first and second readings.

BE IT RESOLVED THAT By-law # 2003-06, being a by-law to
appoint an Acting Clerk - treasurer be given third and final reading and enacted
in Open Council.

03 -155 Rusk - Alkenbrack
BE IT RESOLVED THAT we endorse the F.O.N.O.M.
Resolution respecting a referendum on local taxes as attached.

BE IT RESOLVED THAT Council authorizes the following
Accounts for payment:
General Accounts: $ 94,494.84
Public Works Accounts: $ 6,678.03
AND THAT the Reeve and Treasurer be authorized to sign cheques # 2279 to 2323 as
described in the attached Cheque Register.

BE IT RESOLVED THAT in accordance with Section 239 of the Municipal Act, 2001
S.O, Chapter 25, this Council proceed to a closed session at 8:10 PM in order
to discuss a matter pertaining to:
A proposed or pending acquisition of land by the municipality or local board .©
Litigation or potential litigation, including matters before administrative
tribunals,
affecting the municipality or local board. (e)
Advice that is subject to solicitor client privilege, including communications
necessary for that purpose. (f)

BE IT RESOLVED THAT we adjourn from our closed session and resume our regular
meeting.

BE IT RESOLVED THAT Candy Tracy be seconded to the Municipal Museum Board until
July 6th in order to facilitate the Museum opening.

03-160 Alkenbrack - Rusk
BE IT RESOLVED THAT we inform Mr. McKeen that we will authorize our Public Works
Department to create limited parking in front of the Museum Annex.

BE IT RESOLVED THAT we adjourn until the next regular meeting or call of the
chair.
