BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened for business with a quorum of members present at 7:30 p.m. with Reeve Hunt presiding in the Chair.

BE IT RESOLVED THAT we give reconsideration to Resolution # 03-02.

BE IT RESOLVED THAT we confirm the contents of Resolution # 03-02 adopted at a special Meeting of January 6, 2003.

BE IT RESOLVED THAT the Minutes of the December 16, 2002 Regular and January 6, 2003 Special meetings be accepted as presented.

03-09 Alkenbrack-McLean
BE IT RESOLVED THAT Council grant the request of our local member of Provincial Parliament and Member of Parliament for the use of the Park Centre on the evening of January 23rd for presentation of the Queen's Jubilee Medals;
AND THAT we consider this to be a 'municipal' rental as described in By-law # 2002-26.

BE IT RESOLVED THAT WHEREAS By-law # 2002-22 being a by-law to adopt a policy for the maintenance, operation and connection to a system of waterworks was given first reading on December 6, 2002:
AND WHEREAS the Municipal Act provided part of the authority for the enactment of this by-law:
AND WHEREAS the Municipal Act, S.O., 2001 Chapter 25 came into force and took effect on January 1, 2003:
AND WHEREAS the new Municipal Act contains various notification procedures and changes in powers:
NOW THEREFORE THAT By-law # 2002-22 be referred to our solicitor for review under authority of the new Municipal Act:
AND THAT upon receipt of his recommendations, we call for the required public meeting pursuant to Ontario Regulation 244/02.

BE IT RESOLVED THAT By-law # 2003-01, being a by-law to establish procedures for notices as required under the Municipal Act, 2001, for the Corporation of the Township of Billings be given first reading.

BE IT RESOLVED THAT we authorize payment of the 2003 A.M.C.T.O. membership fee for the Clerk-Treasurer in the amount of $278.20

03-13 Alkenbrack-McLean
BE IT RESOLVED THAT we authorize the Clerk-Treasurer to register for the Tax Primer for Municipal Practitioners training
Session sponsored by the M.F.O.A. on January 27th, 2003
AND THAT we pay the $ 187.25 registration fee.

BE IT RESOLVED THAT we inform the Manitoulin Planning Board That we have no objection to Consent Application B065/02 subject to our usual concerns.

BE IT RESOLVED THAT Council authorize the following Accounts for Payment:
General Accounts: $ 10,315.83
Public Works Accounts: 1,466.51
2002 Accounts Payable: $ 112,771.31
AND THAT the Reeve and Treasurer be authorized to sign cheques # 2875 to # 2953 as described in the attached cheque register.

BE IT RESOLVED THAT in accordance with Section 239 of the Municipal Act, S.O., 2001, as amended, this Council proceed into a closed session at 8:00 p.m. in order to discuss a matter pertaining to a labour relations or employee negotiations and advice that is subject to solicitor-client privilege, including communications necessary for the purpose
